![]() I haven’t seen anything to lead me to believe Polk officials want to go there.įinally, what is really at the heart of the Lake Lowery flooding problem is that there is development there in the first place. The first development, which involved the dredging of a series of drainage canals and likely the addition of fill to raise the land high enough to make development somewhat feasible, occurred sometime between the construction of the section of Lake Lowery Road north of the lake in 19, when aerial photos first reveal the canal system and a couple of rooftops. ![]() Permits weren’t required for much of anything in Polk County in those days. There was no zoning. Building permits were not required, and the Florida Legislature had yet to pass the first laws dealing with dredging and filling, which historically state officials had looked upon with favor. I doubt many of the people living there now had anything to do with this.
